Investigation on citizen trust towards e-government services in GBA – A study on WeChat and Alipay government service mini-programs

Citizens' trust in eGovernment is crucial for the successful implementation of new electronic services. This relationship in the Greater Bay Area (GBA) plays an essential role since the Government services rely on mobile mini-programs This study investigates the trust towards government service mini-programs in WeChat and Alipay. A user feedback questionnaire was designed, and a total of 609 valid samples were collected from Shenzhen, Guangzhou, Hong Kong, and Macau. The findings imply that competence, integrity, and benevolence are the key components of trust in e-government (TIEG). TIEG positively influences perceived value (PV), which positively affects citizens' Intention to adopt service mini-programs. PV significantly mediates the relationship between TIEG and Intention. Although TIEG does not effectively reduce perceived risk (PR), risk issues cannot be ignored in the adoption process. Finally, this article proposes relevant implications and suggestions for the GBA government agents and policy makers.

Aspects that constitute citizens’ trust in e-government - A review and framework development

The extent of citizens' trust in government determines the success or failure of e-government initiatives. Nevertheless, the idiosyncrasies of the concept and the broad spectrum of its approach still present relevant challenges. This work presents a systematic literature review on e-government trust while elaborating and summarizing a conceptual analysis of trust, introducing evaluation methods for government trust, and compiling relevant research on e-government trust and intentional behavior. A total of 26 key factors that constitute trust have been identified and classified into six categories: Government trust, Trust in Internet and technology (TiIT), Trust in e-government (TiEG), Personal Beliefs, Trustworthiness, and Trust of intermediary (ToI). The value added of this work consists of developing a conceptual framework of TiEG to provide a significant reference for future in-depth studies and research on e-government trust.

A Perspective of Good Governance on the Reform of Correctional Governance System and Capabilities in the Digital Era

The construction of smart cities and smart government is in full swing. Public sectors emphasize the advancement of electronic processes and applications to foster innovation. Hence, accelerating the digital reform of the correctional governance system and capabilities is the general trend. This article utilizes the good governance theory as its central framework to elucidate the integration of the rule of law, accountability, transparency, efficiency, equity, responsiveness, participation, and consensus within the corrective institution in Macao. Additionally, the article seeks to analyse the impact of implementing big data on the governance system through a multidisciplinary policy analysis. Drawing from the perspectives and values associated with good governance, this study examines the various components and assessments of capabilities. Specifically, it identifies leadership, innovation, execution, responsiveness, and readiness as the determinants that collectively shape the path of capabilities reform. The incorporation of relevant implications and practices offers a scientific foundation and orientation for the digital reform of governance system and capabilities within correctional services.

Mini-programs in mobile payment to access eGovernment in China’s Greater Bay Area - exploring the determinants and mechanism from self-determination and motivation theory

Government service mini-programs (GSMPs) in mobile payment have become integral to the eGovernment in China’s Greater Bay Area (GBA). The ubiquitous nature of WeChat and Alipay provides excellent flexibility for accessing public e-services. Yet, the determinants and mechanisms of adoption have not been identified. A convenience sample was collected from GBA core cities for statistical and SEM analysis. The findings suggest that service quality, trust in eGovernment, ubiquity, and social influence constitute the determinants. A structural model grounded on Self-Determination and Motivation theory is verified, where perceived value and intention contribute a high explanatory power. Benevolence, integrity, and competence are crucial indicators of trust, while social influence amplifies risk perception. Surprisingly, government support negatively moderates the impact of determinants on intention, indicating that over-intervention leads to inhibition. The mechanism illustrates the beneficial impact of GSMPs as the smart government channel and provides insights into addressing service homogeneity and policy applicability. Relevant theoretical and managerial implications are instructive to policymakers and practitioners of smart city innovation and in-depth integration in GBA.

Is it premature to conclude the success of integrated e-government? An exploratory perspective of legal compliance and citizen trust

The Macao Special Administrative Region government officially launched the Macao One Account (MOA) e- government platform in 2019, aiming to integrate cross-departmental services, improve administrative efficiency, and enhance citizen experience. However, whether MOA has been successfully implemented from the perspective of legal compliance and citizen trust remains a subject of debate. Currently, a comprehensive analysis of how integrated e-government achieve compliance at the micro-level remains limited. Extant literature primarily focuses on broad description and policy introductions. Legal compliance and citizen trust are typically treated as independent domains, and the interplay between them has received little scholarly attention. This study employs a two-stage qualitative methodology to address this question. First, the paper conducts a legal compliance analysis of Macao 《 Civil Code 》 and legal documents of digital governance, exploring MOA's adaptability and practical operation within the legal framework. The second stage draws upon the three dimensions of trust theory – benevolence, integrity, and competence – to explore the services and innovations of integrated e-government, and conduct a critical analysis. The findings indicate that MOA's implementation has achieved a degree of success, demonstrating significant flexibility and adaptability in conforming to Macao's legal environment and establishing trust. MOA balances the needs of regulatory and functional equivalence, laying the foundation for a medium- to long-term development strategy. In the future, Macao still needs to strengthen legal flexibility, enhance technological resilience, and prioritize citizen needs to ensure continued success.

As social, economic, cultural, political, and other aspects of development tend to modernize, the construction of smart cities and smart government is in full swing. The reform of the public sector focuses on the innovation of electronic processes and smart government affairs, and accelerates the advancement of correctional governance systems and governance capabilities. Modernization is the general trend. As a sentence execution agency and the final guarantee for maintaining social fairness and justice, prisons use both correctional supervision and accommodation services to improve the organization and discipline of prisoners and to provide correction and counseling to prisoners, from the perspectives of individuals, families, and society. As demands for the rule of law and awareness of rights protection continue to increase, the challenges faced by prisons have become increasingly prominent. High-intelligence crimes, economic crimes, triad groups, and drug trafficking have increased significantly. More standardized procedures and stricter requirements are mandatory for law enforcement. On the premise of implementing the Macao SAR government's policy philosophy of "collaborative progress, reform and innovation", the Correctional Services Administration seizes the development opportunities of smart government, adheres to its mission, rises to the challenges and actively promotes the optimization and construction of smart prisons; We should take the theory of good governance as the leading idea in the modernization process, implement the governance spirit of rule of law, accountability, transparency, efficiency, fairness, responsiveness, participation and consensus, promote the sustainable development of prison governance system, governance strategies and operating mechanisms. Through the problem construction, prediction, recommendation, monitoring and evaluation in the strategic cycle analysis model, taking the big data implementation policy as an example, we briefly analyze the problems and countermeasures that arise in the prison governance system. In addition, based on the views, values and characteristics of good governance, and the elements and evaluation basis of comprehensive governance capabilities, this article establishes leadership, innovation, execution, responsiveness and emergency response as key governance capabilities, which constitute the components of modern prison governance capabilities path, providing a scientific basis for the development of modernization of governance capabilities. Finally, under the framework of smart government and good governance, this article proposes organization, process, culture, and system as the four core promotion elements, analyzes the connotation and relationship of each element, and builds a promotion model for prison modernization.

Identification of critical factors to determine the intention of government service mini-program adoption through mobile payment platforms in Macau and the Greater Bay Area

Government service mini-programs have become an integral component of eGovernment in the Greater Bay Area, and successful eGovernment is necessary for building a smart city. Service quality and citizens’ trust play a vital role in urban integration and in-depth cooperation in the Bay Area. The ubiquitous nature of mini-programs based on WeChat and Alipay provides excellent flexibility in accessing government services. Technology advantages, mutual recognition of cross-border data, and online transactions bring value and benefits to citizens. However, the mechanism of mini-program adoption has not been elaborated. Homogenization, conflict of regulations, and policy effectiveness are issues of great concern. This study employed Self-Determined Theory and Motivation Theory, proposed an empirical model based on the extended SOR paradigm and aimed to identify the critical factors determining the intention of government service mini-program adoption from the user’s perspective. Six hundred and nine valid samples were collected from Macau, Hong Kong, Guangzhou, and Shenzhen through online survey platforms. The findings suggested that service quality, trust in eGovernment, ubiquity, and social influence constituted the determinants of intention to adopt. Service quality and ubiquity were salient determinants, and a great extent of service quality and ubiquity could promote perceived value and intention. Citizens’ trust in government service mini-programs was reasonable, where benevolence, integrity, and competence were crucial indicators of trust. Social influence amplified and transmitted risk perception while perceived risk significantly reduced intention. Perceived value positively associated with the four determinants and enhanced user intention; it acted as a mediator with high explanatory power in the model. Government support received positive ratings from citizens; it negatively regulated the relationship between intention and the determinants respectively, implying that excessive intervention from the government could lead to inhibition. Finally, we proposed relevant implications and suggestions for the GBA government agents and policymakers.

Analysis of crisis management and research on strategies for resilience improvement in correctional services

With the accelerated development of globalization, the complex and changeable social situation has brought various difficulties and challenges to the correctional work. For this reason, taking the Macao Correctional Services Bureau as the research perspective, analyzing the crisis management strategy of correctional work, referring to the prison crisis life cycle theory, expounding the crisis preparation period, crisis outbreak period, crisis diffusion period, crisis treatment period, crisis treatment results and five significant stages of the aftereffect period, discussing the implications of this theory for prison crisis management. In order to build an efficient crisis prevention and governance system, use the 4-R theory of prison crisis management to explain in detail reduction management (Reduction), readiness management (Readiness), response management (Response) and recovery management (Recovery) , and discuss the corresponding management measures. Finally, from a macro perspective, a number of strategic studies are proposed on the improvement of prison emergency response capabilities and correctional professional quality, hoping to provide a useful theoretical basis and practical planning for the optimization and sustainable development of correctional work.
