PIONEERING DIGITAL TRANSFORMATION: DUBAI’S QUEST FOR WORLD CLASS AI AND DIGITAL INFRASTRUCTURE LEADERSHIP

Abstract: The rapid development of transformative digital technologies and convergence of AI re-shaping the economies, industries and societies in the world. This paper examines the ambitious and visionary journey of Dubai to become global force in the digital space and position itself as a leader in AI driven digital transformation. Drawing evidence from the recent initiatives of creating smart city ecosystem, digital and ICT infrastructure development and integration of AI driven solutions and integrated AI powered platforms are the key infrastructure to be examined as the enablers of seamless digital transformation. This study highlights the innovative approach of Dubai to reach their strategic vision, governance model and dynamic capability of adaptation to rapidly changing development in technology space. Also explore the government policy framework, public private partnerships and investment in digital infrastructure and AI resources. These are the drivers of Dubai’s economic boom and enablers of efficiency, resilience and citizens and residence centric services across multiple sectors such as education, healthcare, transport and governmental services. Despite the global efforts for the digital transformation, the challenge many countries or organizations face is to establish an integrated AI and digital infrastructure which required to compete at global standards. Existing literature often referring to technology adoption in silos without adequately addressing the governance frameworks, leadership vision, capability building in systems to enable integrated digital transformation. Also, the paper discussed on theoretical lenses of Dynamic Capability and Complex Adaptive Systems theory to examine the efforts in broader view. Findings of this research would contribute and add value to both academia and practice by illustrating how ambitious leadership combined with technological foresight could create scalable models could adapt by other nations and the cities aspiring to achieve global digital competitiveness and economic growth. The problem this paper addresses is the lack of comprehensive understanding of how Dubai’s integrated approach to digital and AI infrastructure deployment, which could be use as model for achieving global digital leadership bridging the gap between ambitious vision and execution of digital transformation.
