As social, economic, cultural, political, and other aspects of development tend to modernize, the construction of smart cities and smart government is in full swing. The reform of the public sector focuses on the innovation of electronic processes and smart government affairs, and accelerates the advancement of correctional governance systems and governance capabilities. Modernization is the general trend. As a sentence execution agency and the final guarantee for maintaining social fairness and justice, prisons use both correctional supervision and accommodation services to improve the organization and discipline of prisoners and to provide correction and counseling to prisoners, from the perspectives of individuals, families, and society. As demands for the rule of law and awareness of rights protection continue to increase, the challenges faced by prisons have become increasingly prominent. High-intelligence crimes, economic crimes, triad groups, and drug trafficking have increased significantly. More standardized procedures and stricter requirements are mandatory for law enforcement. On the premise of implementing the Macao SAR government's policy philosophy of "collaborative progress, reform and innovation", the Correctional Services Administration seizes the development opportunities of smart government, adheres to its mission, rises to the challenges and actively promotes the optimization and construction of smart prisons; We should take the theory of good governance as the leading idea in the modernization process, implement the governance spirit of rule of law, accountability, transparency, efficiency, fairness, responsiveness, participation and consensus, promote the sustainable development of prison governance system, governance strategies and operating mechanisms. Through the problem construction, prediction, recommendation, monitoring and evaluation in the strategic cycle analysis model, taking the big data implementation policy as an example, we briefly analyze the problems and countermeasures that arise in the prison governance system. In addition, based on the views, values and characteristics of good governance, and the elements and evaluation basis of comprehensive governance capabilities, this article establishes leadership, innovation, execution, responsiveness and emergency response as key governance capabilities, which constitute the components of modern prison governance capabilities path, providing a scientific basis for the development of modernization of governance capabilities. Finally, under the framework of smart government and good governance, this article proposes organization, process, culture, and system as the four core promotion elements, analyzes the connotation and relationship of each element, and builds a promotion model for prison modernization.
